【SMM Hydrogen Energy Policy Update】Sichuan: "Sichuan Province New Energy Industry Chain Construction and Strengthening Work Plan (2025-2027)"

On April 18, the Department of Economy and Information Technology of Sichuan Province issued a notice on the "Work Plan for Building and Strengthening the New Energy Industry Chain in Sichuan Province (2025-2027)". The document pointed out that the focus will be on three key industry chains: PV, wind power, and hydrogen energy, improving the collaborative promotion mechanism, with Chengdu, Leshan, and Deyang as the core main carriers, driving the coordinated development of Yibin, Meishan, Guangyuan, Panzhihua, Liangshan, Ganzi, and Aba, continuously cultivating and expanding the PV industry clusters in Chengdu-Leshan-Meishan-Yibin, the high-end energy equipment advanced manufacturing clusters in Chengdu-Deyang, and the hydrogen energy industry clusters in Chengdu-Deyang-Zigong-Panzhihua, consolidating and enhancing Sichuan Province's leading position in the new energy industry, and building a new highland for world-class new energy industry development. Development goals: By 2027, the integration trend between main carriers and coordinated development areas will be basically formed, the level of self-control over key materials, core technologies, and equipment in the new energy industry chain will be significantly improved, the market mechanism, standard system, and management system will be more sound, the scale and strength of chain-leading and chain-core enterprises will continue to grow, and the industrial innovation capability, revenue scale, production efficiency, and market competitiveness will be domestically leading. The operating revenue of the new energy industry chain in the province will exceed 500 billion yuan, striving to reach 600 billion yuan, with PV and wind power installed capacity reaching 45 million kW. In terms of the hydrogen energy industry chain, the focus will be on addressing the shortcomings of insufficient hydrogen sources, lagging hydrogen energy infrastructure, low utilization rates, and limited application scenarios, accelerating the R&D and application of core materials and components such as catalysts, proton exchange membranes, gas diffusion layers, bipolar plates, and membrane electrodes, and developing hydrogen fuel cell stacks, hydrogen compressors, and hydrogen rail transit. Focusing on technological breakthroughs in renewable energy hydrogen production, high-density storage and transportation, vacuum insulation and ultra-low temperature storage and transportation of liquid hydrogen tanks, long-life fuel cells, and solid oxide fuel cells, accelerating the formation of a series of landmark products. Accelerating the construction of centralized wind and solar power generation bases and power grid channels in resource-rich areas such as Panzhihua, Ganzi, Aba, Liangshan, and Guangyuan, exploring the construction of green energy conversion industrial parks with multi-energy complementarity of water, wind, solar, and hydrogen, and integrated generation-grid-load-storage. Expanding the application of "PV+" such as building-integrated PV, rooftop PV in parks, rural distributed PV, PV computing power integration, and PV communication base stations. Expanding the application of "new energy + ESS", promoting the coupled development of renewable energy and hydrogen energy, and demonstrating green hydrogen applications such as hydrogen-rich blast furnace metallurgy and hydrogen cement roasting. Promoting the demonstration application of hydrogen energy in urban transportation, construction machinery, ships, and aviation, continuously improving the "Chengdu-Chongqing Hydrogen Corridor", and building green hydrogen routes in batches such as "Sichuan-Tibet Line", "Chengdu-Deyang-Meishan-Ziyang Metropolitan Area", "Panzhihua-Xichang-Ya'an-Chengdu", "Chengdu-Deyang-Mianyang-Guangyuan", "Chengdu-Ziyang-Zigong-Luzhou", and "Chengdu-Suining-Nanchong-Dazhou", forming application scenarios with Sichuan characteristics. Promoting chain-leading enterprises to jointly establish high-level new energy material industry research institutes with universities, research institutes, and upstream and downstream enterprises, focusing on collaborative breakthroughs in the industry chain for perovskite, XBC cells, wind energy equipment, and hydrogen fuel cells, and providing a maximum of 20 million yuan in funding support within three years for approved research institutes. Actively implementing the relevant support policies of the "Action Plan for Further Promoting the Development and Application of the Entire Hydrogen Energy Industry Chain in Sichuan Province (2024-2027)", and accelerating the promotion and application of hydrogen energy. Encouraging qualified regions to carry out industrial projects such as integrated generation-grid-load-storage, integrated PV ESS charging, integrated PV ESS direct and flexible, hydrogen energy application, and near-zero carbon pilot according to local characteristics and development realities, and selecting a batch of benchmark projects with significant driving effects and outstanding demonstration significance through a race system.
